The main tasks of this project include supervising, verification, farmland sites sampled for regular monitoring and providing technical support for the “Pollution improvement project and pollution improvement task(A,B,C,D) for the farmland soil pollution control sites near the Gouliao Waterway irrigation district at Changhua County, Taiwan”. We have played a fair role in supervising the improvement of the heavy metal polluted soil sites to meet the soil quality standards for agriculture land. In accordance with Article 6 of the Soil and Groundwater Pollution Remediation Act, and shall cooperate with the routine plan of the current year to conduct priority screening and carry out monitoring of farmland in Changhua County. For the technical support, our tasks were to establish the standard operational procedures for the inspection of the soil pollution control sites, for the schedule management system for the clean-up works, and for decommission the control site once it is cleaned up.
So far, the work team has completed 3,453 man-day on-site supervising, there are 148.40 ha of polluted land been cleaned up and approved via verification samples which analyzed all the six required heavy metal items. Out of them, 143.14 ha has been cancelled of regulatory listing of the soil pollution remediation site. There are 379 farmlands finished sampling and analyzing for regular monitoring. For technical support works, we have completed: (1) formulate the SOP for the inspection of the project sites, and have completed 27 inspections, (2) plan and implement the project management systems, (3) farmland control sites management in Changhua County, (4) hold 41 project conferences, and (5) assist in tracking of farmland pollution sources (6) the assigned tasks by Changhua EPB.
